Best way is with names, but here is a second best way 

Use accurate and full personal names whenever you can.  If you can’t, address your local community mailings with Our neighbor at or Hello, neighbor, followed by the street, town addresses.  Each has a friendly ring. Each says “we’re local, members of your community”.  And it beats “resident at” for sure.
